The roadmap is organized around evidence, not dates: each phase advances only when its security, interoperability, and operational gates are reproducible.

Semantic kernel

Freeze canonical types, authorization semantics, state transitions, and external verification boundaries.

Adversarial rehearsal

Exercise consensus, restarts, replays, migrations, and operational recovery across a multi-validator devnet.

Public testnet

Open participation with observable gates for safety, performance, decentralization, and verifier compatibility.

Launch qualification

Require the exact release candidate to pass deterministic tests, formal checks, canonical vectors, and process rehearsals.

Security is paid for by useful, accountable work.

Actum does not use passive inflation or stake-proportional dividends. Native value is created through exactly two deterministic paths: a one-time genesis allocation and a bounded epoch security issuance. Every later reward is a transfer of already-created value from an explicitly funded security pool.

Supply

Two creation paths, no mint switch

Epoch issuance is the security-budget shortfall after fees and an approved reserve draw, clamped by the annual cap. No administrator, validator, foundation, bridge, or multisig can mint outside that transition.

Allocation

A constitution for the first reserve

The initial security budget is split 70% to finality and consensus, 15% to data availability, 10% to audit and assurance, and 5% to public goods. Locked, vested, and staked units remain supply but are not circulating liquidity.

Verifiers

Rewards follow assigned duties

Verifiers bond capacity for a role, receive a one-shot assignment, and earn a fixed reward only after a checkable receipt. Bond size does not multiply the reward.

Fees

Use pays for security; waste is burned

Transfers carry an explicit owned fee reserve. Security fees fund the next epoch and burns reduce supply. Reward redemption, shielding, refunds, and deposits preserve the same conservation equation.

Accounting

Every unit has a provable home

Coin Cells, supply roots, allocation roots, and reward roots are domain-separated commitments. A receipt describes work; it is not permission to inflate the ledger.

Governance

Rules are bounded before launch

There is no governance-controlled emergency mint path. Changes ship as reviewed protocol versions with explicit activation boundaries.
